Should I go back inside to get bills?

Only if emergency services or competent authorities say it is safe. Personal safety always comes first. Ask the insurer how to proceed if documents were destroyed.

Can Claims Saathi declare the cause of fire?

No. Cause assessment is handled by authorised investigators, surveyors and the insurer.

What if I have no purchase invoices?
